PROBLEM TO BE SOLVED: To refer to the unified names of control objects which differ at every plant and also to easily refer to the name of the control object of a higher rank such as the name of a plant belonging to a relevant control object when the states of plural control objects are compared with each other. SOLUTION: When the control data designated by an access data designation part 151 are shown at a data display part 153, an identification information selection part 152 selects the identifier of a relevant control object and also a proper identifier among those of higher rank control objects to which the said relevant control object belongs on the basis of the identification system that is designated by an identification system designation part 141. Then the acquired identifier is sent to a unifying word conversion part 103 to obtain a unified identifier.
