PROBLEM TO BE SOLVED: To reduce the number of accesses between an error correction code generating circuit and a RAM while generating a product code by transmitting a second inspection symbol being generated and the corresponding data or a first inspection symbol to a modulation circuit after generating the second inspection symbol by a second inspection symbol generating circuit. SOLUTION: 16 data sectors are read from a RAM 104 by a modulation block 107, PI computations are conducted and data are converted into one IEC block. Then, an interleave process is executed for every row in a same block to constitute 16 recording sectors and these sectors are modulated to constitute 16 physical sectors. By having a circuit, which conducts a PI computational process in a modulation block 107, against a system, which inserts a PI computing circuit 108 and a PO computing circuit 106 in an error correction code generating block 105, the number of accesses between the block 105 and the RAM 104 and the number of accesses from the RAM 104 to the modulation block are reduced.
