A holder part (2) is connected to the steering tube (1) in the conventional way. The holder part carries a seat (3) and locking device (4), a tubular stem (5), and a holder bracket (6) on the stem to hold the handlebars (7). The stem is moved along its axis and locked in place by the locking device. The locking device is a clamp unit, operated by a quick-release lock or a conventional screw. The holder bracket can be placed on the stem in any position, and can be displaced over the seat device. The stem is secured in position via non-circular profiles of stem and seat.
