PROBLEM TO BE SOLVED: To realize cost reduction and high precision by making voltage-pulse width conversion and pulse width-voltage conversion in a feedback control system unnecessary while DC insulation constitution between the primary side and the secondary side of a transformer is adopted. SOLUTION: In this switching regulator, a transistor 4 is turned on and off by a driving pulse signal, thereby generating an AC voltage in the secondary winding 3b of a transformer 3, the AC voltage is rectified and outputted by a rectification stabilizing circuit 10, a pulse signal of ON/OFF duty or frequency which correspond to the output voltage level is generated, and the driving pulse signal to the transistor 4 is formed by the pulse signal and a pulse signal which is generated from an oscillator 5 and has a specified frequency.
