PROBLEM TO BE SOLVED: To suppress a software change amount with the change of a system configuration and to attain improvement in productivity of software. SOLUTION: Concerning this distributed control system, the memories of respective control units 1a-1n store program modules (AP modules) M1-Mn to be cooperatively operated by message communication, a piece of middleware 5 for providing services to the AP modules, an operating system(OS) 3 for performing the task control of the middleware or the like and a network communication driver 4. As services for the middleware of respective units, there are tasks T1-Tn for performing AP module activation and RT communication processing calls according to activation order information, etc., in AP configuration information 7 (1) and an RT communication service for performing the transmission/reception of messages Msg1-Msgn between the AP modules corresponding to the call of the task (2). In this case, the AP configuration information and the messages are generated on the basis of user definition information by an information processor 2 and transferred to individual units in an offline mode.
