PROBLEM TO BE SOLVED: To reduce a power consumption with a port requiring no data transmission of a concentrator. SOLUTION: A concentrator 1 is provided wherein a port for connecting (n) numbers of personal computers PC1, PC2,..., PCn is provided, which allows communication between PCs. Here, with m-numbers (m<n) of PC1-PCm connected, an energy saving circuit 54 is provided which reduces the power consumption of a transmission block 5 in the concentrator 1 according to the output of a link pulse detecting circuit 61 which detects whether a link pulse is transmitted or not to a port to which an inactive PC is connected among (n-M) ports, with no PC connected, and m-numbers of ports, among n-numbers of ports in the concentrator 1.
