PROBLEM TO BE SOLVED: To provide a cold cathode fluorescent lamp, improved in accuracy for discriminating of a defective by depositing a scattered substance from a cold cathode on an inner face of a bulb to allow easy observation for a block- formation condition for improvement of a dark characteristic, and to provide a lighting system using the lamp. SOLUTION: This cold cathode fluorescent lamp is provided with a bulb 1 sealed with a discharge medium, a cold cathode 2 sealedly provided in one end of the bulb 1, a phosphor layer 4 formed in the inner face of the bulb 1 of a light transmissive part 4a formed in the vicinity of the cold cathode 2, and a cold cathode scattering substance 6 coated on the light transmissive part 4a of the phosphor layer 4. The condition of the scattering substance 6 is easily recognized from the light transmissive part 4a, so as to enhance the discriminating accuracy of a defective which is insufficient in the depositing amount of the substance 6, and for a defective which is not provided with desired coated conditions.
