PROBLEM TO BE SOLVED: To impose some kind of restriction when the copy of data to be transmitted is inhibited, while enabling the transmission of a picture in the format of message transmission by using an already existing wide area radio communication network. SOLUTION: This transmitting device is provided with a key inputting part 8 for preparing a message, an RAM 10 for storing an image and for storing information indicating the inhibition of the copy of an image, corresponding to the stored image, a CPU 4 for reading an image to be attached to the prepared message and for converting the image into data corresponding to a communicating medium for transmitting the message, when the transmission of the message by attaching the stored picture to the message is instructed, and a transmission buffer 16, D/A conversion part 17, and amplifier 18 for transmitting the obtained message and image, and a display part 7 for message- announcing the inhibition of the transmission of the image when the image, whose attachment is instructed, is an image whose copy is inhibited based on the information.
