PROBLEM TO BE SOLVED: To provide picture encoding device/method and picture encoding/ decoding device obtaining the restored picture of high picture quality, in which block-like distortion is reduced, without increasing information quantity to be encoded. SOLUTION: A picture encoding device generates two types of bit plane information different in the number of gradation based on an inputted picture, selects one bit plane information between two types of bit plane information based on the precision of a restored picture obtained by restoring respective pieces of bit plane information, gathers selected bit plane information and restoration information and outputs it to an outer part as fixed length encoding information.
