PROBLEM TO BE SOLVED: To form a fog-free image having high image quality as well as to prevent the lowering of the rate of transfer from an electrostatic latent image forming body to transfer paper and the occurrence of cleaning defects due to the reuse of a spent toner in an electrostatic charge image forming method by a toner recycling system and to prevent the sticking of a toner on the electrostatic latent image forming body and contamination even when many images are formed. SOLUTION: An electrostatic latent image formed on an electrostatic latent image forming body is developed with a toner-containing developer and transferred to a transfer material, the remaining toner on the latent image forming body is removed by cleaning and the removed toner is returned to the developing step and reutilized. The toner consists essentially of colored particles obtained by fusing resin particles and colorant particles in an aqueous medium and a powdery additive preferably having 5-500 nm number average primary particle diameter.
