PROBLEM TO BE SOLVED: To provide a vehicle state notice system that surely informs a base station about information detected by a sensor which is provided to a vehicle with a simple configuration. SOLUTION: Base stations BA-BC are installed around an urban area in base station zones ZA-ZC, and the base stations BA-BC conduct repeated transmission of the same message data. The base stations BA-BC have receivers RA-RC. A reception repeater PR is installed in a small/medium communication zone in the inside of the urban area and in a suburb. When the output from an on-vehicle mobile terminal is low and transmission to a base station directly is difficult, the reception repeater RR relays via the Internet network 20. Let frequencies in a frequency band of 25 kHz be f1, f2, f3, f4 respectively, the frequency band for the frequencies f1-f3 be used for 'outgoing data transmission' from the base stations BA-BC to the mobile terminal, and the frequency band including the frequency f4 be used for 'incoming communication' from the mobile terminal to a host base station.
