PROBLEM TO BE SOLVED: To prevent scattering of an alkaline electrolyte and flying-out of a metal seal plate in a cylindrical alkaline battery, in the case where a safety valve is actuated by gas generation. SOLUTION: A gas-permeable sponge-like filter 10 is provided between a safety valve 9 in an insulating gasket for a cylindrical alkaline battery and a negative electrode zinc gel 4. Hydrogen gas and an alkaline electrolyte are discharge gently thereby, when the hydrogen gas is generated inside the battery to actuated the safety valve 9, and scattering of the alkaline electrolyte and flying-out of a metal seal plate are prevented thereby to enhance safety for the battery.
