PROBLEM TO BE SOLVED: To obtain a retroreflection sheet capable of easily and inexpensively forming letters or a pattern for communication with superior visibility for information transmission and less liable to cause the peeling of a film layer during use. SOLUTION: A colored transparent film layer 4 having a color different from the color of light reflected from a reflection substrate 2 is disposed on the reflection substrate 2 in a peelable state by way of a layer 3 of a pressure sensitive adhesive to obtain the objective retroreflection sheet. When the retroreflection sheet is used, part of the transparent film layer 4 is cut out in such a way that the desired shape is formed by the transparent film layer 4. Power to peel the transparent film layer 4 from the reflection substrate 2 is 25-400 gf/25 mm and power to peel the transparent film layer 4 from the reflection substrate 2 after pressing the layer 4 on the substrate 2 under 5 gf/25 mm pressure is >=700 gf/25 mm.
