PROBLEM TO BE SOLVED: To easily decide many kinds of document in a short time and to contribute to the efficiency of subsequent operation processes by discriminating which of 1st and 2nd kinds of document a read image corresponds to by using definition information for document kind discrimination. SOLUTION: Microprograms by document kinds are actuated in predetermined order once an image readout start command is inputted from a keyboard 3 or mouse 4 to selectively call respective process parts of a character document recognition part 22, thereby identifying document kinds, recognizing characters, and segmenting images of parts that an operator requires for confirmation. A document discriminating process part 222 discriminates the kind of a document to be processed by a matching process between read image data of the document and definition information for discriminating the document kind registered in a document format definition information file 7. The microprograms transfer the recognized characters, segmented images, and information on the document kind which are processed by the respective process parts to a following operation process program or operation processing terminal.
