PROBLEM TO BE SOLVED: To prevent a temperature lowering at low temperature without providing any large-scale heater as a cold district measure by performing ON/OFF control over a cooling fan and a hot air heater according to the temperature state in the device when at dates and time previously set by a scheduler, e.g. at the start of operation in the morning in the cold season. SOLUTION: Cooling fans 30a to 30g are connected to a main control part 21 and individually ON/OFF controlled by the main control part 21. In a housing, a hot air heater 31 which elevates the temperature in the housing is provided, and also connected to the main control part 21 and turned ON and OFF by the main control part 21. In a set time in a set period of the scheduler, the main control part 21 turns ON and OFF the cooling fans 30a to 30g and hot air heater 31 according to the contents of a temperature control table stored in a storage part 18, whether or not there is measured temperature from a temperature detector 32, and the measured temperature from the temperature detector 32.
