PROBLEM TO BE SOLVED: To form a phosphor screen on a back surface plate of a plasma display panel(PDP). SOLUTION: A phosphor paste 7 is filled in recessed parts 9 separated by ribs 8, by delivering the phosphor paste from an orifice of a phosphor layer forming device. Then, drying and baking are performed, and then, evry substance excepting the phosphor is removed to form the phosphor layer on a plasma display panel(PDP). When the phosphor paste 7 is filled in the recessed parts 9, high voltage pulse is applied to the phosphor layer forming device. Thereby, the pattern of the phosphor paste is controlled and a filling is stably performed.
