PROBLEM TO BE SOLVED: To obtain plane-like heater allowing reduction of a temperature change of a resistance from a low temperature range near to a use temperature, and allowing improvement of resistance stability during power supply. SOLUTION: This plane-like heater is manufactured as follows. First, a paint is prepared by dispersing, into a solvent, a mixture of a polymer made of a tetrafluoroethylene-propylene copolymer and vinylidene fluoride-based resin powder, at least 0.5 pts.wt. cross-linking assistant to the polymer of 100 pts.wt, and an electroconductivity imparting agent. By coating a heat-resisting PPS substrate 1 with the paint, heating elements 3a, 3b are formed. Next, the PPS substrate 1 coated with the heating elements 3a, 3b is crosslinked with radiation, and cured by heating it above the melting point of the vinylidene fluoride-based resin powder. Thereby, a temperature change of a resistance value from a low temperature range near to a use temperature can be reduced.
