PROBLEM TO BE SOLVED: To prevent the occurrence of a decode failure in switching broadcast ing systems to be a transmission source of digital broadcasting by controlling a buffer occupation factor of an encoding part in the next broadcasting system switched to by a broadcasting system switching means. SOLUTION: When a commercial time segment comes, a switcher is changed to a local broadcasting station, and a controller 80 transmits encoder control information to an encoder controller 90 on the basis of a VBV buffer occupation factor in an encoder 10 of a network broadcasting station connected to a memory 81 of the network broadcasting station and a VBV buffer occupation factor in an encoder 20 of a local broadcasting station stored in a memory 82 of the local broadcasting station. The controller 90 controls the VBV buffer occupation factor in the encoder 20 of the local broadcasting station. The encoder 20 executes encoding in accordance with the VBV buffer occupation factor in the encoder 10 of the network broadcasting station. Thus a local commercial is connected to a nationwide program of the network broadcasting station.
