PROBLEM TO BE SOLVED: To provide a wet type developer concentration controller constituted so that toner concentration in developer can be easily detected and controlled. SOLUTION: This wet type developer concentration controller is constituted so that the wet type developer is supplied to an electrostatic latent image formed on a latent image carrier on which the electrostatic latent image is formed and the electrostatic latent image is developed. The thick developer is supplied to a developing unit by detecting the change of the toner concentration as the frequency change of a piezoelectric element 17 by a toner concentration detection part 11 constituted so that the element 17 and an electrode 18 are opposed in the developer 19 and converting the change to voltage.
