PROBLEM TO BE SOLVED: To realize a mediation device having provision for both a new NMS and an existing NMS at a low cost and to quickly and easily attain transition from an old mediation device to a new mediation device. SOLUTION: The mediation device consists of a software processing section (SEMF section) 1 where a communication protocol coping with a new NMS is realized by a prescribed software program so as to facilitate addition of future functions and of a firmware processing section 2 consisting of a firmware (e.g., rewritable program stored in a ROM or the like) that is easily diverted from an existing mediation device(MD) for a communication protocol corresponding to an existing NMS.
