摘要 <p>PROBLEM TO BE SOLVED: To obtain a moving picture encoding device with which proper assignment of an information quantity between divided pictures is realized so as to reduce a difference in image quality of divided decoded pictures. SOLUTION: A received moving picture signal is divided into a plurality of signals, encoding sections 103, 106, 109 apply compression encoding to a plurality of the divided signals, and compression encoded data reconfigured from a plurality of the compression encoded data are outputted as a compression stream. In this processing process, a coordinate encoding control section 112 provided newly receive encoding parameters of the encoding sections, picture state parameters and part or all of encoding result parameters as input signal to adjust each parameter used for encoding control by the encoding sections 103, 106 and 109 at a decided control period or under control conditions. Thus, the image quality of the decoded pictures is uniformized and the normal operation of the buffer is warranted by realizing proper distribution of the information quantity and buffer management.</p>
