PROBLEM TO BE SOLVED: To manufacture an image forming device that restrains the partial pressure of an inactive gas in an envelope from reducing as time elapses, reduces time variation of the partial pressure of the inactive gas and has small luminance dispersion. SOLUTION: This manufacturing method of an image formation device is performed, by having an activation process for depositing carbon or a carbon compound on a conductive film having an electron emission part formed between opposite electrodes formed in an envelope 13. In this case, in a process for introducing an activation gas required for the activation process into the envelope 13, activation process is started before the partial pressure of the activation gas in the envelope 13 saturates to reach an equilibrium state.
