PROBLEM TO BE SOLVED: To improve operability by storing video data outputted from an image pickup means in a memory until a system is detected to become a state where video data can be recorded in a recording medium, and sequentially reading video data stored in the memory after the system becomes the recording possible state, and recording data in the recording medium. SOLUTION: In a video camera 1, encoded data D1 are sequentially accumulated in FIFO 10, it is detected whether a system becomes a state where data can be recorded in an optical disk 3 or not. Encoded data D1 are sequentially read from FIFO 10 after the system becomes the state where data can be recorded in the optical disk 3 and encoded data D1 which are read are recorded in the optical disk 3. When a recording start instruction is given in the video camera 1, encoded data D1 are immediately accumulated in FIFO 10 and they can be recorded. Thus, video sound data on a scene to be taken are recorded without missing a head part.
