PROBLEM TO BE SOLVED: To make a picture to be clearly by obtaining picture data expressed by multi-gradations with the picture element of a dot matrix form, adding gradations, generating degree distribution, calculating the statistical quantity of the characteristic display of an area divided by prescribed gradation and deciding that an area constituting a ground exists when statistical quantity shows a value sufficient for constituting the ground. SOLUTION: A color scanner 20 starts scanning and generates picture data formed of the picture element of low resolution on the picture of a whole flat bed containing the picture of a document. Thus, pre-scanning is executed. It is decided whether or not an area constituting the ground exists in picture data of the document picture, based on a prescribed method from generated picture data. The color scanner 20 operates the flat bed and starts the real scanning of high resolution. A correction processing is executed on picture data which is read by real scanning by a correction curve, based on a prescribed statistical value.
