PROBLEM TO BE SOLVED: To reduce defects by improving the leakage current characteristics and the like of a solid electrolytic capacitor. SOLUTION: This method of manufacturing a solid electrolytic capacitor 16 comprises the steps of forming a molded body by molding a powder of a valve action metal, forming a sintered body 1 by sintering the molded body, and sequentially forming an anodic oxide film 5, a solid electrolytic layer 6, and a cathodic layer 9, and the method further comprises step of removing a naturally oxidized film of the valve action metal before forming the film 5, and a step of removing hydrogen which permeated into the molded body or the body 1 during the film removal step.
