PROBLEM TO BE SOLVED: To provide an organic EL element having performance equal to or superior to the conventional element using an organic material, long life, weather resistance, stability, high efficiency, and low price. SOLUTION: The organic EL element has a substrate 1; a hole injection electrode 2 and a cathode 3 formed on the substrate 1; and a luminescent layer arranged between these electrodes and containing at least an organic material; an inorganic electron injection transport layer 6 between the luminescent layer and the cathode 3; an inorganic insulating hole injection transport layer 4 between the luminescent layer and the hole injection layer; and the inorganic insulating electron injection transport layer 6 contains rubidium oxide as a main component and one or more oxides selected from several oxides, the inorganic insulating hole injection transport layer 4 contains an oxide and/or oxides of silicon and/or germanium as a main component, and when an average composition of the main component is represented by (Si1-xGeX)Oy, 0<=x<=1, 1.7<=y<=1.99, and the luminescent layer has a layer containing a dopant in a layer formed with a host material.
