PROBLEM TO BE SOLVED: To provide a bus arbitration system for a close coupling bus system with which the bus request of a specified node is prevented from being waited longer than required and respective nodes can equally use a bus. SOLUTION: Concerning this device, the value of a request counter is monitored by a counter value identifying circuit 17 and when the value of the request counter of the specified node is larger than a preset value, the counter value identifying circuit 17 judges that specified node can not acquire the bus for a long time. Corresponding to a bus request mask signal, the issue of a bus request to be issued from the present node to a system bus request line 101 is suppressed.
