PROBLEM TO BE SOLVED: To obtain a video data transmitter capable of distributing a clear image suppressing the generation quantity of encoded data without roughening the unit of time lapse or quantization and limiting an area for encoding processing. SOLUTION: The video data transmitter to be used for the transmission of video data in a television system is provided with a video input part 11, an area extraction processing part 12 for extracting a video signal of a prescribed area in the video frame of an image from an inputted video signal, a video encoding part 13 for encoding the video signal of the extracted area and outputting the encoded signal, and a network interface part 14 for transmitting the encoded signal to the terminal of another conference participant. The processing part 12 extracts a video signal of a target video area including a target image and a video signal of part of a background area to be an area other than the target video area, transfers the extracted data to a video encoding means and selects a different part in the background area as part of the background area to be extracted. |
