PROBLEM TO BE SOLVED: To prevent a conversion processing from becoming complicated and processing time from increasing and to eliminate the need of installing a special circuit, etc., when a conversion processing is executed by hardware when a picture where one picture element is expressed by two bits and 4 (=22) or above gradation is outputted by a picture output device. SOLUTION: When a picture is outputted based on second picture data where each picture element is expressed by n-bits and 2n gradation, each of the picture elements of first picture data are divided into (n). Each divided part is expressed by one bit and two gradation by using a binary pseudo half tone display method (dither method, for example), and then, third picture data where the gradation of each of the picture elements of the first picture data is reflected is generated. One bit in each divided part of the third picture data is collected and n-bits corresponding to each of the picture elements of the first picture data is obtained and they are set to be second picture data. Thus, a conversion processing is prevented from becoming complicated by directly using the binary pseudo half tone display method for the conversion of picture data.
