PROBLEM TO BE SOLVED: To uniformly and tightly fix catalyst powder on a carrier at least the surface of which is made of a metal while ensuring a large specific surface area by disposing a metallic thin film in such a way as to coat the carrier that at least the surface is made of a metal and fixing an electrically nonconductive powder having catalytic function on the carrier by the action of the metallic thin film. SOLUTION: When a catalyst with a carrier is produced by fixing an electrically nonconductive powder having catalytic function on a carrier, the electrically nonconductive powder is fixed on the carrier at least the surface of which is made of a metal by the action of a metallic thin film by applying electrophoresis and plating in combination. The material of the carrier is not particularly limited but at least the surface of the carrier has been coated with a metal such as stainless steel, nickel, copper, brass or aluminum to provide electric conductivity. The material of the metallic thin film is one selected from Pd, Pt, Au, Ag, Ni, Cu, Fe, Cr, Sn and Zn in accordance with the kind of catalyst powder and the thickness is 0.005-1.0μm.
