PROBLEM TO BE SOLVED: To eliminate application of a shearing force onto a heat insulating material by interposing a horizontal member constituted of a heat insulating material between an indoor member and an outdoor member, setting the horizontal member at a bottom portion of a heat insulating sash, and supporting a panel by means of the horizontal member. SOLUTION: A heat insulating sash is formed by housing a panel 4 in an opening defined by a vertical member 1 and a horizontal member 2 formed of a heat insulating material. A heat insulating material 33 is interposed between an indoor member 31 and an outdoor member 32, to thereby form a bottom horizontal member 3. Then, a wear plate 1 abutted on the edge surface of the horizontal member 3 is mounted on a bracket 8 connected to the vertical member 1 on the side of the indoor member 31, and the horizontal member 3 is supported by the vertical member 1. Further, a border base 9a of a border member 9 is supported by the bottom surface of the indoor member 31 of the horizontal member 3, to thereby connect a border 9b to the base 9a. A backup material 13 is arranged between the indoor member 31 and the border 9b, and a sealing material 14 is filled. Still further, a panel bracket 5 for supporting the panel 4 is engaged with a recess 34 of the indoor member 31. In this manner, application of a shearing force onto the heat insulating material can be eliminated.
