PROBLEM TO BE SOLVED: To inexpensively make a soil contaminated with heavy metals and/or org. substances harmless. SOLUTION: By feeding a contaminated soil 1 into a blast furnace 10 under operation, harmful substances are made harmless by using either one or combining two or more of processes such as decomposition, gasification, burning, melting, dissolving and making molten slug. In addition, the gas, the molten slug 14 or the blast furnace dust 12 is respectively recovered and utilized as a part of blast furnace gas 11, as a cement material 18 or a road base material 19 or as an iron oxide resource substance or an iron resource substance.
