PROBLEM TO BE SOLVED: To provide a soil cement compound pile having the large depth by uniformly agitating/mixing excavating earth and a curing injection material by preventing the excavating earth from rotating together with excavating blades while simplifying a structure of the whole compound pile forming device without enlarging an outside diameter of a rod. SOLUTION: Plural sets of agitating blades 2A, 2B, 2B extend in the circumferential direction more than an outside diameter of a hollow pipe 4 by having prescribed clearance for allowing the passing of excavating earth from the lower end of the hollow pipe 4 in a lower part of a rod 1 inserted into the hollow pipe 4. A base end part 21 of one agitating blade 2A is then made swingable on a bracket 31 formed on a pipe member 30 loosely fitted to the rod 1 so as to loosely rotate, base end parts 21 of the other agitating blades 2B, 2B are made swingable on a bracket 11 formed on the rod 1 via respective shafts 22, the hollow pipe 4 and the rod 1 are respectively rotatably driven in the inverse direction, one agitating blade 2A is rotated in the same direction as the hollow pipe 4 by being driven by the hollow pipe 4, and the other agitating blades 2B, 2B are respectively rotated in the same direction as the rod 1.
