PROBLEM TO BE SOLVED: To efficiently decompose a hardly decomposable organochlorine compd. being harmful to the environment by a simple recipe and to make it harmless. SOLUTION: A solid reactive agent comprising simple substance-like carbon contg. an alkali metal compd. and/or an alkaline earth metal compd. and a gaseous hardly decomposable organochlorine compd. are brought into contact with each other at 100 deg.C or higher to decompose them and the chlorine component of the chlorine compd. is fixed in the reactive agent and is made harmless. In this case, ratio of content of the elements of the solid substance is that alkali metal is 0-0.3 and the single substance-like carbon is 0.25-10.0 in terms of atomic ratio when the alkaline earth metal is 1.0.
