PROBLEM TO BE SOLVED: To cause only a variable pump of a circuit operated by an operating means to increase a discharge quantity, and to cause variable pumps of the other circuit to control a discharge quantity at a minimum to thereby decrease a power loss, in a hydraulic circuit having a plurality of variable pumps. SOLUTION: Variable pumps 1, 2 discharge oil to actuators 9, 10 by changing over directional control valves 7, 8 by operation of remote control valves 11, 12 as operating means, respectively. Detecting means 19, 20 are disposed on the remote control valves 11, 12, for detecting the operation of the remote control valves 11, 12, respectively. Then a controller 5 outputs an instruction signal to regulators 3, 4 to cause the variable pumps 1, 2 to increase their discharge quantities, respectively. The instruction signal is outputted only to the regulator 3 or 4 of a circuit operated by the remote control valve 11 or 12, which causes the other variable pump to control a discharge quantity at a minimum.
