PROBLEM TO BE SOLVED: To obtain the subject composition capable of controlling an eluting rate of a coated film and useful for a marine structural material such as a ship by including a specific resin, a polyester resin and an antifouling agent. SOLUTION: This composition contains (A) a resin obtained by reacting (i) an acrylic resin having a carboxylic group and a group having polyalkylene glycol skeleton of the formula: (CmH2mO)n-R1[R1 is H, a 1-20C alkyl, or the like; (m) is 1-4; (n) is 1-100] with (ii) an oxide or hydroxide of >= divalent metal atom in the presence of 1-30 wt.% based on solid part of the component (i), of water, (B) a polyester resin having 50-200 mgKOH/g acid value and (C) an antifouling agent. Preferably, the metal atom of the component (ii) is copper, zinc, calcium, or the like, and an acid value of the component (i) is 20-200 mgKOH/g and a weight average molecular weight of the component B is 1,000-100,000 and its solubility parameter is 9.0-12.0.
