PROBLEM TO BE SOLVED: To achieve insulation of heat conduction as much as possible without interrupting the front and rear surfaces of a heat conductive building member formed of aluminum or the like by plastics or without suppressing the heat conduction by using double or triple layered building members. SOLUTION: A heat insulating sheet 1 having a structure in which hollow fibers 2 are dispersed in a polymer matrix, is used as a heat insulating material, and low moisture-permeable sheets 3, 3' are superposed on a single surface or both surfaces of the sheet 1, to thereby obtain a heat insulating composite sheet for building members. Thus, the heat insulating sheet which is resistant to compression, is free from secular degradation of the heat insulating performance, can exert good heat insulating performance, and therefore is best suited for being stuck to the building member, can be obtained.
