PROBLEM TO BE SOLVED: To raise plants even in a thin soil thickness, to improve workability, and to execute a seeding and planting slope face excellent in a scene by covering a vegetation base widely arranged on the face of slope with a block-shaped water impermeable plate by leaving proper clearance. SOLUTION: A face of slope 1 is faired, and a vegetation base (soil) 2 capable of raising plants on the face of slope 1 is formed by spraying a vegetation base material mixed with seeds of the plants. A temporarily fastening pile 3 is arranged on the vegetation base 2, and a great part of a surface of the vegetation base 2 is covered with a block-shaped water impermeable plate 4 by leaving proper clearance 5 of about 10 to 150 mm, but the water impermeable plate 4 is previously fixed to a net-like structure 6, this is hung in the face of slope l, and an upper end part is locked and laid on the temporarily fastening pile 3. Thus, since moisture evaporation in the vegetation base can be restrained, the possibility of withering the plants by drying is reduced, and since a root extends in the vegetation base under the water impermeable plate, the plants grow even in a nonrooting place such as the face of slope is base rock and concrete.
