PROBLEM TO BE SOLVED: To drain residual water, fur, and impurities to the outside for obtaining clean steam by mounting a heater onto the outside wall of a heating pipe made of a thermally conductive material where a steam discharge port is provided at an upper part and a lower part is used as an opening part, and at the same time by providing a detachable drainage stopcock at the opening part. SOLUTION: A cylindrical heating pipe 8 is provided, where the heating pipe 8 has opening parts 9 and 10 being formed at upper and lower parts, and is made of a material with excellent thermal conductivity such as copper. A band-shaped heater 13 is adhesively mounted onto the outside wall of the relatively lower part of the heating pipe 8. A drainage plug 17 is detachably mounted to the lower opening part of the heating pipe 8. At the upper portion of the drainage plug 17, a fitting cylinder 18 that has a slightly smaller external diameter than the internal diameter of the heating pipe 8 and slides on the inner wall surface of the heating pipe 8 is provided, and an engagement groove that screws to a thumb and a screw groove is formed at a lower part, thus removing fur and impurities inside the heating pipe 8, and hence obtaining clean and warm steam.
