PROBLEM TO BE SOLVED: To obtain an epoxy resin composition which is excellent in varnish stability and gives a cured material excellent in flame retardancy, heat resistance, moisture resistance and tight adhesion to metal by using a triazine- modified novolak phenolic resin as the curing agent for an epoxy resin and an ether compound as the solvent. SOLUTION: The triazine-modified novolak phenolic resin is formed from a phenol, triazine and aldehyde. It comprises a mixture of a phenol/triazine/ aldehyde condensate (c), a triazine/aldehyde condensate (d), a phenol/aldehyde condensate, a phenol and a triazine, wherein the condensates (c) and (d) each contains a structural unit A represented by the formula: (-X-NH-CH2-NH-) and a structural unit B represented by the formula: (-X-NH-CH2-Y-) at a molar ratio of the unit B to the unit A satisfying the formula: B/A>=1.5 (wherein X is a triazine residue; and Y is a phenol residue).
