PROBLEM TO BE SOLVED: To remedy nonuniformity of a circumferential direction of water flow which flows into a liner, and realize sufficiently high efficiency in a wide operating region, in a hydraulic turbine having a spiral casing. SOLUTION: In a hydraulic turbine provided with a spiral casing 1, a plurality of stay vanes 3 disposed on the same circumference inside the casing 1, a plurality of movable guide vanes 4 disposed on the same circumference inside the stay vane 3, and a liner rotationally driven by water which is passed the casing 1, the stay vane 3, and the guide vane 4 in order, a control means is provided to control that almost guide vane openings are gradually enlarged from a winding start position (ψ=0 degree) of the casing 1 to a winding end position.
