PROBLEM TO BE SOLVED: To make compact bottom valve operation handle locking mechanisms provided on respective hatches of a tank lorry. SOLUTION: Each of locking mechanism 20 is constituted of an engaging member 44 fixed on a valve shaft 18, a first locking section 47 engaged with the engaging member 44 and locking the valve shaft 18, a second locking section 48 locking the first locking section 41 and a motorized actuator 49 driving the second locking section 48. The engaging member 44 is locked by the first locking section 47 of the locking mechanism 20, and as the first locking section 47 is locking by the second locking section 48, the second locking section 48 can be driven by a comparatively small force, and the motorized actuator 49 is made smaller and of a compact constitution. A compressor, an air piping and the like are not required to be installed, and the installation work can be easily carried out.
