PROBLEM TO BE SOLVED: To perform the treatment of waste water satisfying discharge standard values established by a water pollution preventing law when spring water and construction water are discharged in building construction or the like and to reduce the cost required in the treatment of waste water by dispensing with an inorg. flocculant for flocculating a suspended substance in raw water and reducing the use amt. of carbon dioxide and eliminating the deposition of a scale of a cement component to reduce maintenance. SOLUTION: In an apparatus for flocculating a suspended substance in raw water discharged in building construction or the like by a magnetizing treatment method and an electrolytic flocculation method, an apparatus for magnetizing treatment is provided with a constitution allowing a current to flow to the AC coil 22 spirally wound around the outer periphery of a piping 21 for transferring raw water and an apparatus for the electrolytic flocculation method is constituted so that positive and negative electrodes 27, 27 are provided to a treatment tank 23 storing magnetized raw water and the polarities of these electrodes are changed over to flocculate a suspended substance in raw water.
