PROBLEM TO BE SOLVED: To arrange permanent magnets in one kind of a housing case freely corresponding to a piping different in diameter. SOLUTION: A permanent magnet set 4 wherein a pair of permanent magnets 41, 42 are arranged so that the opposed magnetic poles of them become an N-pole and an S-pole and a housing case 1 constituted of an outer box 2 housing one permanent magnet and an inner box 3 housing the other permanent magnet are provided. In a water magnetizing apparatus, a pair of the permanent magnets are arranged in an opposed state so as to hold a piping P therebetween by fitting the inner box in the outer box so as to hold the piping P between both boxes. Engaging grooves 26 and engaging pawls 36 engaged in a fitted state with each other are formed to the fitting surfaces of the outer and inner boxes and either one of the engaging grooves and the engaging pawls is formed into a stepped state in a fitting depth direction.
