PROBLEM TO BE SOLVED: To obtain a cleaning agent for screen printing plates having low ignition risk, free from ozonosphere disruption problem and having excellent ink cleaning power by adding a specific amount of water to a cleaning agent containing a hydrophilic glycol ether alkyl ether, or the like. SOLUTION: This cleaning agent for screen printing plate contains (A) a hydrophilic glycol ether alkyl ether such as dipropylene glycol monomethyl ether, (B) a hydrophobic glycol ether alkyl ether such as dipropylene glycol mono-n-propyl ether and (C) water. The amount of water is <50 wt.%, preferably 5-15 wt.% based on the cleaning agent. Preferably, the weight ratio of A to B is 20/80 to 80/20, the boiling points of the components A and B are each 170-245 deg.C under 1 atm and the cleaning agent contains one or more compounds selected from dibasic acid ester, 3-methyl-3-methoxybutyl acetate and glycol ether acetate.
