PROBLEM TO BE SOLVED: To improve safety and heat resistance by treating surface of a bittern lime-based compound with an inorganic zinc compound, an organic acid, a salt of an organic acid or a polyhydric alcohol. SOLUTION: A bittern lime-based compound is mixed with 0.05-40 wt.%, preferably 0.1-20 wt.% of at least one compound selected from an inorganic zinc compound, an organic acid, a salt of an organic acid and a polyhydric alcohol for treating the surface of bittern lime-based compound to give a heat stabilizer for a halogen-containing resin. A halogen-containing resin composition is obtained by mixing 100 pts.wt. of the halogen-containing resin with 0.01-200 pts.wt., preferably 0.05-150 pts.wt. of the heat stabilizer for the halogen- containing resin having diameter of not more than 100μm, preferably not more than 10μm and if necessary 0.01-10 pts.wt., preferably 0.05-5 pts.wt. of aβ- diketone compound, a plasticizer, a filler, an antioxidant, an ultraviolet absorber, a flame retardant, a lubricant, a pigment, an antistatic agent, an anticlouding agent and the like.
