PROBLEM TO BE SOLVED: To obtain a stable ground for a gulf structure such as an existing caisson quay. SOLUTION: A foundation ripple-solidifying layer is formed on a foundation riprap layer 1 wherein a large quantity of foundation riprap are laid on a lower side of a caisson quay 2 to reclaim a land by discharging a solidifying material. Subsequently, ground is improved performed for a ground of a lower side of the foundation riprap-solidifying layer. In that case, a road for jetting and agitating is built up in a ground of a lower side of the foundation riprap solidifying layer, and the road and the rod for jetting and agitating is gradually drawn up while shooting a solidifying material from its tip end, so that the ground is improved for the ground of the lower side of the foundation riprap solidifying layer.
