PROBLEM TO BE SOLVED: To provide a tunnel tile panel substrate, tunnel panel, tunnel and tunnel work execution method having excellent working efficiency and light weight without creating warping or the like when a tile panel is formed. SOLUTION: This tunnel tile panel substrate is an inorganic panel coated with a waterproof agent at a rate of more than 60 g/m2 but less than 200 g/m2 to the whole surface, its water content is less than 8% and water absorption coefficient is less than 22%. Also, this tunnel tile panel is constituted by adhering porcelain tile to the tunnel tile panel substrate described above, and this tunnel is constituted by attaching the tunnel panel to the tunnel wall surface. In the work execution method for the tunnel, the tunnel tile panel is attached to the tunnel wall surfaces by using fittings.
