PROBLEM TO BE SOLVED: To provide a water-reserving dam and the construction method thereof that is constructed in the upper stream part of a middle or small river incapable of constructing a large-scale dam for constructing a small-scale dam capable of supplying the city water to a middle city and river-basin cities and irrigation water and capable of adjusting a flood or the like. SOLUTION: The bank body 10 of a water-reserving dam 1 is constituted by stacking a plurality of water-reserving blocks 9 on the bottom 2 of a river in a water-reserving condition and by arranging water-stopping walls 16, 18 equipped with open/close gates 15, 17 on the upstream and downstream sides of the water-reserving block stacking layer 8; and water is collected through the upstream open/close gate and the water-reserving blocks 9 are made to be the water-reserving condition. Thus, the design for constructing a small-scale dam can have a wide range of choice and the construction of the small-scale dam can be efficiently achieved.
