PROBLEM TO BE SOLVED: To distinguish any drop in the output of a frame rod attributed to an insulating body attached to the frame rod and a burner from a drop in the output of the frame rod due to a drop in the concentration of oxygen. SOLUTION: A voltage applied to the frame rod 1 from a power source part 20 is so set that a flame current flowing through a flame 3 approaches the saturation thereof. This enhances a flame resistance to be larger than the resistance value of an insulating body attached to the frame rod 1 and a burner 2, thereby minimizing effect on the output of the frame rod 1 as caused by the insulating body.
